Two Killed After Cargo 747 Skids Off Runway Into the Sea at Hong Kong International Airport

by | Oct 20, 2025 | Aviation Accident, Personal Injury, Wrongful Death

Incident Summary

In the early hours of October 20, 2025 (around 4:00 a.m. local time), a Boeing 747-400 cargo aircraft arriving from Dubai reportedly veered left while landing on the north runway at Hong Kong International Airport. The airplane left the tarmac, broke through the perimeter fence, and came to rest partially in the surrounding seawater. A security patrol car on the far side of the fence was struck and swept into the water during the excursion.

Two airport security personnel—a 30-year-old man declared deceased at the scene and a 41-year-old man who later died at the hospital—were recovered by divers from the submerged vehicle. Four cargo crew members were rescued and transported for medical care. Officials stated that weather and runway conditions were safe and that no emergency signal was sent before the incident. The aircraft was operated by Turkish carrier ACT Airlines under lease and on behalf of Emirates. The Airport Emergency Centre was activated and the north runway was closed following the incident.

The incident remains under investigation at this time.

Investigation Focus

Runway excursions are complex, and investigators will examine aircraft systems, operations, and ground-side factors. The following areas commonly receive early attention:

  • Recorded Data & Cockpit Communications: Investigators will secure the flight recorders (the black box) and cockpit audio to reconstruct the landing rollout and any anomalies before the aircraft departed the runway. These records can clarify whether inputs, system alerts, or braking/spoiler performance contributed to the event.
  • Aircraft Condition & Maintenance: Teams typically review recent work orders and component histories. Even where no prior issues were reported, aircraft maintenance questions—like tire, brake, thrust reverser, or steering performance—are standard lines of inquiry after a runway overrun or veer-off.
  • Airport Environment & Ground Movement: Although officials stated the runway and weather were safe at the time, investigators will still assess lighting, surface condition, and signage, along with how the patrol vehicle came to be in the strike path. They may also analyze tower coordination to rule out Air Traffic Control Errors, even when no emergency call was made.
  • Operational Factors: Landing speed, touchdown point, crosswind component, and crew procedures during rollout are compared to company SOPs and aircraft limits. Findings from these pillars are combined to determine sequence and probable cause.

Legal Options for Affected Families and Crew

When a fatal airport incident occurs, surviving family members may evaluate a wrongful death claim while the technical investigation proceeds. Early legal steps often focus on preserving evidence (including maintenance records and recorded flight data) and coordinating with insurers and involved operators. Understanding the civil litigation process helps families and injured crew plan next decisions as agencies complete their fact-finding.
