Refrigerated containers, often called “reefers,” are essential to modern cargo operations. They allow perishable goods, pharmaceuticals, food products, and temperature-sensitive cargo to move through ports and marine terminals. But reefers also create safety hazards for longshore workers, terminal employees, mechanics, forklift operators, truck drivers, and other workers who handle, inspect, power, move, or access them.
OSHA’s Five Ways to Stay Safe When Working on Refrigerated Containers “Reefers” in Marine Terminals identifies several basic but important safety practices. OSHA instructs workers to check that cords and receptacles are clean, dry, and in good condition before energizing reefers. OSHA also highlights hazards such as electric shock, carbon monoxide gas, fire, unsafe forklift operation, lifting-device hazards, and slips, trips, and falls.
Those hazards make reefer work more dangerous than it may appear. A refrigerated container is not just another box in the yard. It may involve electrical power, generator sets, fuel, exhaust, elevated access points, ladders, forklifts, wet surfaces, and congested terminal traffic. If those risks are not controlled, workers can suffer severe injuries.
Electrical hazards from cords and receptacles
Reefers require electrical power to maintain temperature. That means workers may be connecting, disconnecting, inspecting, or working around cords, plugs, receptacles, power panels, and energized equipment. OSHA specifically warns workers to check that cords and receptacles are clean, dry, and in good condition before energizing reefers.
That warning matters because marine terminals are often wet, humid, exposed to weather, and busy. Electrical equipment may be exposed to rain, salt air, rough handling, vehicle traffic, and repeated connection cycles. Damaged cords, wet receptacles, cracked insulation, loose connections, or contaminated plugs can create a serious shock or fire hazard.
A worker injured by electrical contact may suffer burns, nerve damage, cardiac injury, falls, or other trauma. If an electrical component was damaged, improperly maintained, or unsafe for use, the investigation should examine whether the condition involved defective equipment, poor inspection practices, inadequate training, or a failure to remove unsafe equipment from service.
Terminal operators and contractors should have clear procedures for inspecting reefer electrical systems before use. Workers should not be expected to energize equipment that is wet, visibly damaged, or not properly maintained.
Generator sets, carbon monoxide, and fire risks
OSHA also warns workers to recognize hazards such as electric shock, carbon monoxide gas, and fire, and to know how to safely mount and dismount nose-mount and belly-mount generator sets. Generator sets may be used to power refrigerated containers when they are being transported or staged away from fixed electrical power.
Generator sets introduce additional hazards. They may involve fuel, exhaust, hot surfaces, moving parts, vibration, and elevated access. Carbon monoxide can be especially dangerous because it is colorless and odorless. A worker may be exposed without realizing it, particularly if generator exhaust accumulates in poorly ventilated areas, enclosed spaces, or locations where airflow is restricted by container stacks or equipment.
The risk of fire should also be considered. Fuel leaks, electrical faults, overheated components, damaged wiring, and improper maintenance can create dangerous conditions around reefers and generator sets. In a crowded terminal, a fire can threaten workers, nearby cargo, equipment, and vehicles.
Workers should be trained on safe generator access, mounting and dismounting procedures, shutoff procedures, fuel hazards, ventilation concerns, and when to report unsafe equipment. If a worker is injured by exhaust exposure, fire, or a generator-related incident, the investigation should review maintenance records, equipment inspections, training, and terminal procedures.
Forklift safety around reefers
OSHA’s fact sheet also emphasizes safe forklift operation and speed restrictions. Forklifts are commonly used around refrigerated containers, pallets, cargo staging areas, and terminal access points. Unsafe forklift operation can cause struck-by injuries, crush injuries, falls, and cargo damage.
Marine terminals can be congested and fast-moving. Forklift operators may be working near pedestrians, truck lanes, container stacks, trailers, generator sets, and power cords. A moment of inattention, excessive speed, poor visibility, or failure to maintain equipment can injure a worker on foot.
Terminal operators should train forklift operators, enforce speed restrictions, inspect equipment, and maintain clear travel paths. Workers on foot should not be placed in unprotected areas where forklifts and other equipment are operating without traffic controls, barriers, spotters, or clear communication.
Forklift and equipment-related incidents can cause crushing injuries when a worker is pinned between a forklift, container, chassis, loading area, wall, or other equipment. These injuries are often severe because terminal equipment is heavy and may leave little room for escape.
Ladders, man baskets, and elevated access
Reefer work may require workers to climb, inspect, connect, service, or access equipment at elevated points. OSHA instructs workers to inspect ladders, forklift man baskets, and other lifting devices before use or operation.
That simple instruction can prevent serious injuries. Damaged ladders, unstable baskets, missing guardrails, improper forklift attachments, worn platforms, and unsafe lifting practices can expose workers to falls. A worker accessing a reefer or generator set may be focused on the task and may not immediately recognize that the ladder or lifting device is unsafe.
Falls from height remain a major hazard for longshore and terminal workers. A fall from a ladder, container, platform, or man basket can cause head trauma, fractures, spinal injuries, and long-term disability.
Before using any access equipment, workers should confirm that it is appropriate for the job, properly positioned, stable, inspected, and used according to safe procedures. Employers should not allow improvised access methods when a safer method is required.
Slips, trips, and wet access areas
OSHA’s final recommendation is to keep walkways and access areas clear and dry to prevent slips, trips, and falls. That is particularly important in reefer operations because wet conditions are common. Condensation, rain, melting ice, spilled cargo, hoses, cords, fuel, oil, debris, and uneven walking surfaces can create hazards around refrigerated containers.
A slip and fall in a marine terminal can be more serious than a typical fall. Workers may fall near moving equipment, into traffic lanes, from elevated access points, or against hard metal surfaces. They may also be carrying tools or working near energized equipment when they lose footing.
Access areas should be inspected and maintained. Power cords should be routed safely. Walkways should be kept clear. Wet or slippery areas should be addressed. Workers should have enough lighting to see hazards before they step into them.
The danger of poor lighting should not be overlooked. Reefer work may occur at night, before dawn, inside container stacks, or in shaded areas where hazards are harder to see. Poor lighting can make it harder to identify damaged cords, wet surfaces, vehicle traffic, and unsafe access routes.
Cargo operations and vessel-related duties
Reefer work may occur in terminal yards, on chassis, near vessels, or during active cargo operations. When a worker is injured during cargo work, the investigation should determine who controlled the area, who controlled the equipment, and whether a vessel owner, terminal operator, contractor, or another company contributed to the hazard.
The turnover duty arises when unsafe vessel conditions exist before cargo operations begin. The active control duty arises when a vessel owner or crew retains control over an area or operation during the work. The duty to intervene may arise when the vessel knows of a dangerous condition and the work continues despite the hazard.
Not every reefer injury involves vessel negligence. Some are purely terminal-based. Others involve maintenance contractors, equipment owners, trucking companies, or cargo-handling companies. The facts determine the legal framework.
Evidence after a refrigerated container injury
Important evidence should be preserved quickly after a reefer-related injury. This may include photographs, video, equipment inspection records, maintenance logs, power cord and receptacle records, generator set records, forklift inspection records, training materials, traffic-control procedures, witness statements, and incident reports.
An accident report may document basic facts, but it may not fully explain whether the electrical equipment was safe, whether a generator was properly maintained, whether a forklift was operated safely, or whether the walkway was clear and dry.
